MOSAIC Final Rule Issuance - now anyone can fly and maintain their aircraft with some limited training. The sky is becoming more open to everyone. A step in the right direction. Basically, RV aircraft will become light sport aircraft. Hey, that's what they are. FREEDOM feels so good!

1. Expansion of the Light Sport Aircraft (LSA) category
Removal of Weight Limit: The previous weight limit for LSAs (1,320 pounds) has been removed.
Performance-based Standards: The focus shifts to performance-based criteria, primarily a clean stall speed (Vs1) of 59 knots. This allows for larger, faster, and more capable aircraft to qualify as LSAs.
Increased Speeds: The maximum speed limit for LSAs is increased to 250 knots.
More Seats: LSAs can now have up to four seats, although sport pilots are still limited to carrying only one passenger.
Advanced Features: The rule permits features like retractable landing gear, constant-speed propellers, and alternative propulsion systems (including electric and hybrid) in LSAs.

2. Expanded privileges for sport pilots
Wider Range of Aircraft: Sport pilots can now operate a significantly wider range of aircraft that meet the expanded LSA definition, including many previously inaccessible certified models.
Expanded Operations: With proper training and endorsements, sport pilots can now engage in activities like night flying, operate more complex aircraft, and utilize advanced systems previously restricted to pilots with higher certificate levels.
Limited Commercial Operations: The rule also permits limited commercial activities for LSA, including tasks like infrastructure inspection, aerial photography, and agricultural observation.

3. Maintenance changes
Light-Sport Repairman Certificate Revision: The existing Light-Sport Repairman Certificate is revised to better reflect the increased technical sophistication of LSAs.
Updated Training Curriculum: The curriculum for maintenance ratings will be updated to include electric and hybrid propulsion systems, composite structures, and digital avionics.

4. Overall purpose and impact
Enhanced Safety: MOSAIC aims to enhance safety by allowing for more safety features and robust designs in LSAs.
Stimulating Innovation: The rule encourages innovation in aircraft design and manufacturing by removing restrictive weight limits and allowing for advanced technologies.

Implementation timeline
Sport Pilots and Light-Sport Repairmen: Changes for sport pilots and light-sport repairmen will take effect 90 days after the rule's publication.
LSA Certification: Changes for LSA certification will take effect 365 days after the rule's publication.
In essence, MOSAIC represents a significant step forward for the general aviation community, broadening opportunities for pilots, manufacturers, and enthusiasts alike.
